Add all configuration params description

Relayers have plenty of configuration params that are distributed among Envs (secret or syg_chain) and shared config we need to add description for each of them with default values, what specific params responsible for and how (where) to change it

Implementation details

add Configuration.md documentation in relayer docs with every conf. param listed structure by structure and with correponding ENV params and where (how) to change it
