Work to get in a position where SpECTRE can generate publishable binary-black-hole results — and then publishing them.

SpECTRE can now run binary-black-hole inspirals, but considerable work remains before SpECTRE can yield publishable results. This milestoneIt encompasses all of the work necessary to

1. Get SpECTRE in a state where it can generate publishable binary-black-hole results,
2. After 1 has progressed far enough, plan and write the papers.
