gather.town management updates

Hey all - I've done two things with the gather.town space:

1. Set Claus and Peter as Admin. They were Mods so far, yet with my absence, it's better to have some redundancy with more active people

2. I've ported the text of the welcome sign from its previous home on my Google Drive to Github. Previously it was a shared document, which Claus had access to. Because I'm cleaning out my Google Drive, I stumbled over it and figured, this can be done better in a communal way. Hence, the document is now in the spaces repository of swkWien.

Not sure if a discussion is more fitting, I figured, as soon as Claus and/or Peter confirm their new role, this issue can be closed.
