root cause, the developers for doxia have deprecated and removed the "fo" library that we are using do some of the work to get to a pdf. Upgrading all the dependencies basically breaks this plugin. only work around is if you have a newer version of the maven site plugin and this plugin in the same module, perhaps try splitting them into separate maven modules.
