unbounded unit_flow when unit_availability_factor specified as timeseries in timeslices with no value #1107

When unit_availability_factor is specified for a unit and has a timeseries value, but the timeseries does not contain values for all timeslices, in the timeslices with no value, the flow is unbounded and not limited by the unit_capacity as it should.

When unit_availability_factor is specified for a unit a timeseries value, the default should apply in timeslices with no value
