Now that this static traffic assignment library is using methods other than Algorithm B, it might need a new name to reflect that it implements several different algorithms to solve TAP. Maybe something like SPARtap-b or sparTAP solver?

I like SPARTAP or SPARTA-TAP

I'm concerned people will think SPARTA-TAP came from San Jose or Michigan State or something.
