IW44 chunks have two different forms, with or without metadata. It's unclear to me whether the TH44 chunks in a FORM:THUM are all required to be of the first type. For now, the parser can just be tolerant, but I want to figure out the right answer eventually. (Perhaps by finding a real DjVu document that has thumbnails in it.)
