Related to comment in PR #2

I'd like to publish ssm-ml to PyPI via CD; Yet, this requires quite a few things (i.e. PyPI account for SSM, creating a token, setting up the CD pipeline on releases to publish to PyPI, etc.) Will do in a follow-up

This is to setup that publishing step in CD
