Split from #308

Upgrade the follow dev dependencies in supported modules to their latest major versions:

copy-webpack-plugin
html-loader
babel-jest
jest-cli
css-loader
eslint
@silverstripe/webpack-config

Details of which modules there are in can be found here

Acceptance criteria

copy-webpack-plugin, html-loader, bable-jest, jest-cli, css-loader, eslint and @silverstripe/webpack-config are upgraded to their latest major versions in all supported modules
