Need field emission physics at boundaries for modeling some of the experimental plasmas at Notre Dame.

Was this issue resolved? I was looking at the multiple species PR and noticed this issue was still open.

This class does now exist in Zapdos thanks to @jhaase1 but there is no testing of it, so I consider this to still be open
