To ensure that the record satisfies all validation criteria and all warning has been resolved before validation. Alternatively the registry could prevent curator from validating or approving the record till all issues are fully resolved. If there are exceptions, we need to have a mechanisms indicating that those have been resolved as well, so that the warning messages can be removed from the corresponding record and allow to approve/validate name/s.

The mechanism to "bypass" checks is now implemented, so this issue can (finally) move forward
