Allow the user to either upload a file or cut'n'paste their search metadata, and populate the app. It would be good if the json parser was permissive, and ignored any extra fields apart from "includeTerms" and "excludeTerms".

Yep - definitely. There is already code to do this but it's not quite mature enough to enable. The idea was that as well as importing json, you could copy and paste a code set and the system would automatically generate a list of inclusion/exclusion terms - but that's a research project in itself.
They could be called something like "import getset codes" and "import code set". Or maybe they could be in different places, since being able to reverse-engineer terms from a codeset would be a more major feature than simply re-loading a downloaded getset code set.
