I'm OpenStreetMap active contributor. I'd like to use my updated maps of forests, for example, and then go for a hike, but I have to wait for months until I see my (and other) changes in PureMaps.
Information below is for developers and is not required to add or change imported regions.
So how do we add change imported regions? Or this sentence is not about updating region per se?
Is it "feasible" to have some sort of "generate_region.sh Lithuania" and to get all files required to be manually uploaded to OsmScoutServer installation in Ubuntu Touch to get latest OpenStreetMap data in one step?

It is possible, but you would have to setup your infrastructure for it. I suggest to look into import scripts. note it would need local installs for nominatim, valhalla to name few. then, with all maps imported, it is relatively simple to transfer to device.
