Remove special handling of gate modifiers post QVM update #171

The QVM can't handle gate modifiers along with noise at the moment. Basic compile was modified to hand-compile daggers but only in special cases, and it removes any controlled modifiers completely. After the QVM is updated to handle modifiers we should remove this from basic_compile.
