Add pre-commit to dev dependencies

I think if we have a config file for pre-commit it also makes sense to add it to the dev dependencies. What do you think @hairmare?

i tend to have pre-commit installed as a system package as part of my toolchain but adding it to reqs doesn't sound wrong

i guess i didn't add it because it's rather optional for local dev (most of the time my editor already takes care of all it's task) so i've been treating it as more of a ci thing
