Feature: command line option to re-apply templates

Is your feature request related to a problem?
It would be great if there was a way to fix your project with the latest template.

Describe the solution you'd like
After an upgrade it would allow quasar to reinitialize itself, something like this:

quasar sync`

Describe alternatives you've considered
Looking in the quasar template folder and copying all templates over.

Thanks. This should be easier to do when we'll support saving JSON profiles (the list of answers when creating a project) with Quasar CLI
