What should we add?

We should extract the QAOAPass class defined in step 3 of https://github.com/qiskit-community/qopt-best-practices/blob/main/how_tos/how_to_apply_optimal_qaoa_transpilation.ipynb and add it to the transpilation section of the qopt_best_practices toolbox for easier access and distribution.
