If I'm logging back into a session in which I was using a non-English keyboard, there is no way to change the language to English. There is a button for the keyboard, but it doesn't offer anything. IF I kill my session and then go to log in, then the keyboard button offers languages and I can switch.

So, switching languages is only available when you first log in. But if you lock the screen, you cannot switch the language. Please fix it there as well.
I had a similar issue; I could not login on first boot since the keyboard was wrong in some way, but luckily via TTY it worked, so I logged in, changed my password to something simple, logged in to the de, changed my password back and it now works.
