Issues on installation with keyboard layout

During the installation process, I chose a keyboard layout (german). But this was not automatically selected for the rest of the installation wizard (which is critical for entering passwords with special characters), nor when first booting into the fresh installation. On the lock screen, there is an icon for choosing layout, but it did not work for me, there was no popup for selection. The chosen layout was only applied after logging in.
