Specific applet that this is regarding (if applicable):
Bluetooth

Issue/Bug description:
The bluetooth applet steals the connection from another device when it starts up.

Steps to reproduce:

  1. Pair some bluetooth headphones in COSMIC if you haven't already, and then log out.
  2. Pair the headphones to a different device (I connected to an Android phone), which is not using bluetooth multipoint or anything like that.
  3. Start the COSMIC session. The connection stealing also happens when you restart the bluetooth applet (maybe by changing a setting).
  4. The OS connects to the headphones. This disconnects them from the other device.

Expected behavior:
You should have to interact with the bluetooth applet menu and click on the headphone name for it to connect.
