Feature Request:

Service Config Loading and Rule Overrides via MongoDB

Acceptance Criteria:

Implementation completed.
Filtering rules in MongoDB based on owner, deviceID, href, event types, and resource types.
Unit tests and integration conducted.
Documentation provided.
