This ui overlay should show diagnostic information about network requests as well as actions.

pause/resume all network traffic
show in-flight requests along with the number of retries
configure timeout and retry intervals along with "retry all"
configure ipfs gateway(s) to use (default: https://ipfs.io and later we can have a list of hosts with peermaps data pre-cached)

This feature will require upstream work in mixmap-peermaps.

Later this panel will have configuration for additional networks as we add them (hyper, webtorrent)

You should be able to clear cached map data as well.
