Encapsulate current precedent of continuous voting proposing protocol described in https://github.com/peersky/papers/blob/main/acid/whitepaper.pdf in to separate short paper

TBD: Perhaps we can/should change assertion of "Mpc can do it" to a proper MPC protocol description
