A freshly installed app might take time to sync with existing CloudKit data, in case syncing is enabled.

Try the third approach here:

https://obscured-pixels.hashnode.dev/the-core-data-cloudkit-paradox

and if internet connectivity is:

Available: look up if an iCloud may be in progress
Unavailable: show an informational message until available (retry then)
