Azure Ansible Playbook doesn't run on Morphy

I've created a ansible playbook method that is run during azure post provisioning but for some reason ManageIQ doesn't run the playbook. It says that there is no module named azure.cli or azure.core.

Any idea what the issue is and how it can be resolved?
