SDK: nanotdf and ztdf encryption behave differently with non-existant attributes #1716

When encrypting with nonexistent attributes, ZTDF and NanoTDF behave differently.

  • nanotdf: allow encryption
  • ztdf: fail as not found

Additionally, as a developer I am not sure if the attribute exists, but I know that I wanted to create the attribute that I specified. Might want to consider a less "interactive" solution.
