Display ISP scenarios (capacity and energy)

We'd like to be able to show ISP scenarios.

• there are multiple Scenarios (4 currently)
• there are multiple Candidate Development Pathways (known as CDPs)
• for each scenario, CDP, region and fuel_tech we have values for both a capacity and energy

I've hacked up some code to create a proposed JSON format — it's pretty much exactly the same format as we use for energy data. Here's a first cut at the data:
