/download should contain a link to a changelog #419

At the top beside "Choose your version" there should be a link to the changelog for the stable version.

E.g. for the 4.0.2 download the user should see what has changed since 4.0.0

The link should go to

https://github.com/openhab/openhab-distro/releases
