Reference implementation of the protocol

We will focus on implementing the protocol using the software stack of our client (OONI Probe) and server (OONI backend):

• Golang library for the prover component (Client)
• Python library for the verifier component (Server)

The implementation of the protocol will focus on making it into a library which could potentially be reused by third parties who may have similar needs.

Output: a reference implementation of the protocol in python and golang.
