Automated chat messages about proposals should have a link

Problem

On testing, all automated messages in "#general" regarding proposals have no message link. Each message should have a unique link.

Solution

Ensure automated proposal messages have a message link.

It took me awhile to find this issue because I wasn't properly clearing my clipboard. Just a heads up for testing a fix :)
