Hmm seems like this isn't making the dependency installs happy. I remember this needing to be pinned due to package conflicts in the past. If you can track down the offending conflicts and they're resolvable I'd be happy to merge but without that the builds can't progress.

According to the changelog, moto removed the mock_s3 decorator. It is all mock_aws now.
