Slow downloads are not always a result of slow mirrors: It could also be that the ISP has issues, or that the bandwidth is currently utilized by another application.

For those cases, we should make sure that Flexo will not go through the entire list of available mirrors, but instead just switch maybe 3 or 5 times and then give up.
