an alternative approach to create slate using ffmpeg only or houdini COPS

Sometimes the user doesn't have access or permission to a Nuke license, so, this dependency turns the app useless in certain scenarios.
Would be nice to start the implementation for a different approach to create slates, using cops or FFmpeg only for instance.
