ACL module not completely initialized #212

In the switch to the new moduile system, the ACL module (critical for OA4MP) was not using the initialization. This was giving errors.

Since it uses antiquated state management, this should probably be updated to store its state in the java object rather than relying on the serialized QDL state object.
