Move plugin_upstream_testing_base.yml out of nautobot/nautobot repo

We need to move this file out of the core nautobot repo so that we're not creating extra work for the nautobot core team when the upstream testing workflow needs to be updated. It's probably fine to put it in the cookiecutter repo?
