Rewrite all commands from HD Admin

First

• Move internal commands (like setStat, etc) to Command repo
• Change 'setStat' arg from 'Text' to 'StatValue'
• Update the 'userid' arg so that it accounts for the new parser params

Setup practise commands

• make dino follows an official command
• Setup a laser eyes the eye color = laser color!) command (and make the eye color = laser color!)
• recreate poop command and test what happens with multiple people, and when you reset whilst pooping
• Setup an icecream command (consider making it a bus instead with bullys, or basing off The Magic School Bus)

@1ForeverHD i play family paradise and other HD admin games ever since you took clown out of HD admin a lot of people and me were sad, a few days ago i wrote roblox an email saying if they can add it back but they told me to contact you its been so long not having the clown/icecream command me and my friends and other people beg you to add it back
