Cancelling and the UI get out of sync

I'm pretty sure it always cancels and then runs but the UI often shows it as failing immediately on cancellation and then however long later it actually succeeds.

This is especially confusing for long-running panels where it would look like it stopped but it is still running, it just also cancelled something when it started.
