Short description of the problem

Scout report "Copy-as-HT-ML" copies all regions and all types

What steps will reproduce the problem?

Highlight the scouts reports, right-click and select Copy As HT-ML, paste it...

What is the expected behaviour? What is the actual behaviour? Please provide any relevant screenshots.

... and the result will have all the regions in the country and all the types of players, instead of only the ones selected
