At this point, you may as well remove the LICENSE.txt files from the subdirectories and update the CONTRIBUTING.md file with instructions to put the license text directly into covered files.

Updated Contributing.md

Kept LICENSE.txt as github will detect that and mark the license for the repository

The license in the README is not necessary and just complicates reading when raw. Please remove. The contribution changes look good. I was thinking that I also put the licenses in each directory but apparently did not (there was some discussion of this with legal but we decided not to go that route). After that I can merge.
