Add segregated witness support.

Looks like BitcoinJ hasn't quite finalized their segwit implementation yet but the wallet should continue to operate in a nonsegwit mode of operation and all transactions sent or received will be standard "legacy" transaction format.

I'm still poking around to get my local test environment of floj to sync on testnet to verify how it responds to segwit
