Setup mt-correct-mark-interface to facilitate collection of MT error corrections and markings

We need to install https://github.com/StatNLP/mt-correct-mark-interface

It's not highly documented yet , but pretty simple. We require it to be installed and set it up on a server, give it a set of translations and let users sign up for doing annotations.

It stores the annotations and the time and clicks/mouse actions it took. Annotations are either full post-edits, i.e. the annotator corrects everything that's incorrect or error markings, i.e. the annotator marks which words in each translation are incorrect.
