It turns out that some OEMs leave S3 enabled in DSDT, but lock them behind a If condition. If the user's DSDT has signs of _S3, SS3, or S3, then it is possible to switch to S3 sleep. I was able to get S3 sleep using a SSDT and a ACPI rename. SSDT:

FACP table patching does work for Linux/Windows, but does not work in macOS from my testing. I tried chainloading reEFInd and OC and putting AcpiPatcher.efi in OC/Drivers as well.
