Bug description

Two layouts: English and Russian.
Even if I enabled "Alt + Shift" combination in the system, the login window doesn't change the layout using this combination. After trying to change it manually (on the top), the layout also doesn't change but (sometimes? Can occur after using the combination again) the layout choice disappears. After logging into the system there is only one layout remaining and the other is removed (so, there is no layout selection in the panel). Also I can't add new layout back because the "Layouts" tab removed in the keyboard settings window.

Steps to reproduce

Manually change layout on logging screen and try to use the layout selection combination and login to the system.

Expected behavior

The layout shouldn't have been disappeared and it's selection should have been worked with the combination on the login screen.
