Observed behavior

A lesson assigned to individual learners is never synced to the LOD device. Tested with both an Android LOD and Ubuntu LOD.

Expected behavior

The lesson should be synced correctly.

Steps to reproduce the issue

  1. Install the [Beta 7 build] from this PR (Avoid stalling LOD syncs during immediate enqueues and discovery hooks #11489).
  2. Setup a server and a LOD device connected to the server.
  3. As a coach go to Coach > Plan > Lessons and create a new lesson for individual recipients
  4. Observe that the lesson is never synced to the LOD
