When testing the sequential learner syncing changes (#11390) , the terminal of the LOD indicates that if Studio is available, it is one of the network locations that the user device tries for syncing. We should update this so that there is no sync attempt to Studio

info messages in the terminal of the LOD:

INFO 2023-10-27 17:59:07,065 [user=3e2bae78ecff6f9bbe35cc394470b61c] [server=d4fce40c265d81182f2fe7c0f16f2dd9] Network location unavailable

when the LOD starts to look for a place to sync:
• 2nd is one RPi server in my network, which is fine to be tried
• 3rd one is the server this device is syncing. Perfect.
• But 1st is Studio, maybe we should skip trying to sync user data to studio, shouldn't we?
