Hetzner webhook provider

Hello,

I re-implemented the Hetzner provider as a webhook server and I am currently using it in a pet project of mine. I saw that for "normal" use it works, at least to the extent that I am using it.

It wouldn't harm if anyone interested could have a look at it too, since it's the first time that I do something like this:

Suggestions on how to improve this project and feedback from tests are very welcome.
