Cannot enable VAAPI

I see that Python Codecs and Rebroadcast Plugin use the most CPU, I put on -c:v h264_vaapi at most places I see but doesn't seem to work for at least Rebroadcast and it still doesn't seem to work.

What is the correct way of making it work?

I passed --device=/dev/dri:/dev/dri into docker now but doesn't work yet. And using the full docker.

-hwaccel vaapi -fflags +genpts seems to be doing something
