Tooltips on navbar items

After spending the last hour trying to get them to work, I'm getting really annoyed. I used the bootstrap reference as an example, which can be viewed at the following link:
http://getbootstrap.com/javascript/#tooltips

I would be glad if someone else could look into the problem, because I'm at the point where I will assume they are not working out of pure malice and to make my life more miserable.
