The operator will send tx to the ProtocolHandler through a Timelock controller from OZ
It needs to be deployed.

  • The security council will have the CANCELLER role
  • The operator will have the PROPOSER and EXECUTOR role
  • Ensure there is NO ADMIN / NO OPEN ROLE

OZ contracts are not yet audited
