I know how to sideload developer Chrome extensions. Just wondering if this is ready to be used to allow for sideloading, or is the extension broken and still in development?

The extension used to work, but it may not work anymore after years as it relies on the 591 API. Any changes made to the API could break this extension. Please feel free to fork the extension and make adjustments as you see fit, or submit any pull requests.
